East Java Governor Khofifah Indar Parawansa has announced a program to provide free electricity installations for 3,400 low-income households in 2026, aiming to achieve a 100 percent electrification ratio throughout the province.
“East Java’s electrification ratio has now reached 99 percent. We want to intensify our efforts through programs that directly address the basic needs of poor households across the province,” Khofifah said at the State Building Grahadi in Surabaya on Friday.
According to the governor, the East Java Provincial Government, through the Energy and Mineral Resources Agency (ESDM), has allocated Rp 7.89 billion from the 2026 Regional Budget (APBD) to support the initiative.
The budget covers the cost of the Home Installation and Connection Assistance Program (IRSR), implemented by state utility company PT PLN (Persero), as well as the distribution of electricity tokens worth Rp 300,000 for each beneficiary.
“This electricity token can be used for around six months of initial consumption, ensuring that beneficiaries immediately feel the impact of the program,” she added.
Khofifah explained that potential recipients are proposed through an IRSR recipient identification mechanism, involving an official Program Expenditure Proposal Letter submitted to the governor. The proposal lists the number of low-income households eligible for new electricity connections.
Beneficiary data is drawn from the National Socio-Economic Integrated Data (DTSEN) for households in deciles 1 to 4 and recorded in the Regional Government Information System (SIPD). Eligible recipients are poor households currently without electricity but living in areas already covered by PLN’s network.
“Only those listed in DTSEN deciles 1 to 4 are eligible for the free electricity program, and the proposed data are already available within the local government system,” Khofifah emphasized.
In addition to installation and connection support, each beneficiary will receive a one-year maintenance service, along with monitoring and evaluation conducted by the East Java provincial administration and relevant partners.
The 2026 program will reach several districts, including Pacitan (400 households), Ponorogo (300), Trenggalek (300), Tulungagung (100), Blitar Regency (178), Kediri (200), Malang Regency (100), Banyuwangi (300), Bondowoso (100), Situbondo (100), and Probolinggo Regency (20).
“With this intervention, we are confident that East Java will soon achieve a 100 percent electrification ratio, while significantly improving the quality of life for impoverished communities,” Khofifah said.
